  9. SUBJECT: MGT  Strengthening your emergency services staff
  10.    QUESTION:  To have a RACES unit for our government, we need
  11. to only appoint a RADIO OFFICER, right?
  12.    REPLY:   That's a start, but there's more to it than that.
  13. The Civil Defense or Emergency Services Director, or designee,
  14. appoints the Radio Officer.  Then its the responsibility of that
  15. Radio Officer to appoint (as a rule) assistants and/or alternates
  16. which should be subject to your approval for reasons to be
  17. indicated.  Initially the Radio Officer thinks in terms of
  18. communications, but as the relationship between the emergency
  19. management agency and the Radio Officer deepens, the astute Radio
  20. Officer finds ways of assisting in the fields of administration,
  21. management, and sometimes even in that of affecting short and
  22. long range policies.
  23.    In general we think in terms of three levels of responders to
  24. any type of emergency:  Level 1 is fully registered, trained, and
  25. serves on regular, frequent, staff basis.  The Level 2 volunteer
  26. is registered, likely untrained and often
  27. intermittent in participation.  Level 3 people are unregistered,
  28. training uncertain, not at all interested in belonging to the
  29. government agency, but willing to come out and 'help' at times of
  30. his/her own choosing.  What is said here refers only to Level 1
  31. people.
  32.    The well selected Radio Officer, like the well selected paid
  33. staff of the agency, is familiar with the span of control and
  34. selects assistants who specialize in specific activities: such as
  35. administration, operations and technical.  These key assistants
  36. may well be properly subject to your approval as the appointing
  37. authority since in some instances you may have to work directly
  38. with them instead of the Radio Officer (if he/she were away, ill,
  39. or injured for example.)
  40.    Here, the position to which the Radio Officer reports, or
  41. responds to, is the RACES Coordinator (as well as what other
  42. title may apply locally).  With a minimum of oversight the Radio
  43. Officer should carry out the day-to-day matters; but with the
  44. clear understanding that all policy matters should be approved
  45. first by the RACES Coordinator. We encourage the creation of such
  46. depth in the RACES organization and finding means and ways to use
  47. the volunteers besides just radio communication operators and
